The top non-inverting OA yields an output x2 of the Input Signal and at the same time forces the voltage at its inverting input to be a non-inverted replica of the Input Signal. In turn, this is the input for the lower inverting OA which produces an output of twice the original Input Signal and rotated 180 deg. Gain can be adjusted by increasing the two negative feedback Resistors by the same multiplying factor.
