You nerd to convert digit 9 to binara and connect an AND gate to detect those bits, and connect the output to reste pin.

Add AND gate and connect one input to pin B and the other to pin D in the first counter and connect the output of the AND gate to the reset pin in the first counter and the up pin in the second counter
