What is the utility of capacitors ?

This doesn't make sense. Are the LEDs supposed to light up? How do you adjust the intensity?

An old circuit revisited for fun, my own entertainment. From memory and perhaps not accurate, it's purpose as a zero crossing detector provided power line frequency reference for smooth dimming in three phase incandescent lighting systems on giant gondola wheels - that have all been LED replaced. The two LEDs are back to back inside a H11AA1 opto isolator IC also not seen much anymore. Have fun!
