So you flip the switch witch causes the double inverters, also known as a buffer, to go high(kinda pointless, could just be a straight wire since they have an input of 6vdc and out put of 6vdc), this energizes the relay, which disconnects the light from the power source... thus making it useless. Yeah, I'm with you, I don't know what you would name this either.

The double inverter seems to be acting as a delay, giving you a 300milisecond delay before the light goes out.
