Not sure how this could be a game, but ok. Just uh, you do know that at frequencies above 30-40Hz or so, no one is going to see any flashing. Ever watched a television? I'm guessing you have- believe it or not the people on the screen that you see walking and talking and moving around are actually not moving at all! There is no movement- EVER. What you're looking at is a series of still images, flashed onto the screen at a rate of 26 per second. The brain simply cannot translate what the eye detects fast enough- so yeah, you could call your 1GHz game here "Often On", cuz that's all the player will see..
