In this circuit capacitors cause a delay between separate currents. With a little tweaking this circuit could be redone as a single phase to three phase converter.

Yes u right but as passive converter an LC filters are only in use. RC are lossy ones so 3 phases will have unequal magnitudes so an active devices will u need. They have also a one major disadvantage. 120° phase angle relation is calculated for constant load. Unless u use nonlinear devices whose change their reactance in such way to counter change in load resistance a phases will start to deviate as fast as load changes so using such for engines are nothing but problem at all time. ( when u match to steady run a start will be impossible. if u regulate for start a steady state wil be not achieved etc,etc) such trick is used in capacitor start engines. They are n fact a 2 phase 90° shifted motors little tweaked to be possible running them from 1 phase. At start capacitor and one coil create required 90° phase shift so rotating mag-field is created. As rpms rise up a main coil takes almost whole load and second one current is limited by constant capacitor reactance and pbase angle stasrt to shift and lock on main phase and both coils act together. Few other solutions are also used.
