Circle phase

Question, I've got 20 oscillators with steps of 18 degrees (360/20). I want to change the phase of all of them with another oscillator. How can i do that? Or have I engineered this all wrong?? Trying to achieve the same effect as previous circuit 'circle swing' but with the trail following all the way around ;)

cos(a+b) = cos(a) cos(b) - sin(a) sin(b)

...that's math. Maybe someone else can suggest a circuit implementation.

Thanks Igor for the trig maths, mines a little rough. Yeah how to implement it in circuit so can be visualized...
