Actually this is a two inverter like RC oscillator which is not desinged to have variable duty cycle. I dont say it cant have duty cycle different then 50:50 but its by nature 50:50. Check this http://everycircuit.com/circuit/6159587600760832

Generally, every type of multivibrator is made of a pair of inverters. This is certainly a multivibrator at heart, but as you pointed out, does not have differing mark and space times.
