This chargecontroller charges the battery up to 14.6V and starts charging at 13V.
The 3F Capacitor should be a battery.
The 1 Ohm resistor is for current regulation
The 100 Ohm is only load so the charge controller can turn on and of the charge

Added extra diode.
Changed value of current limiting resistor from 20 ohms down to 1 Ohm (less more heat than the 20 Ohm resistor should give while charging)
Changed Cap Value from 1F to 4F (bigger battery)
Change the Load resistor to 10 Ohms
