Basic 555 PWM. The variable resistor sets the duty cycle. The 400 ohm resistor at the output is there to limit current to LED. The top diode is the charging diode and the bottom is the discharging diode. Shottky diodes will work great for high switching speeds/frequencies. The red LED shows the 555 sinking the current and the blue LED shows the 555 sourcing the current.
