TO START OFF I AM NOT INCLUDING LED RESISTANCE TO MY CALCULATIONS. To find the base voltage you'd say 25K/50K * 20V = 10V there is a voltage drop between the base and the emitter of 700mV so you'd have 9.3V on the emitter 9.3V/1K = 9.3mA and the voltage on the emitter to colletor is 20V - 9.3V - 9.3V (because there are two 1K with the same current) = 1.4V. But with me not adding the LED resistance to my calculations it changes the numbers a little bit.

The leds need 20ma for nominal brightness so your 1k resistors are a little high.
