The generator connected to the -Ve input of the opamp generates a triangle wave at 20 x the frequency of the modulation oscillator that is connected to the +Ve input of the opamp. The opamp which is essentially functioning as a comparator and in a practical circuit a comparator would normally be a better choice unless you have a very fast opamp handy & even then there are other reasons why that might not be the best choice.
