BillyT, please do not speculate. There is no specification what it all suppose to do!

Ok speculations removed, RC timing components chosen = ~1.6khz desired. Led current is Okay, bias current still required adjusting, so capacitors required re-selection for 1.6khz. Circuit now functional @1.6k +- 1%.
