This circuit will automatically power on water pump (bulb here) when water level decreases to certain level and after water tank filled fully it will automatically cut off power.

The bottom switch seems to do nothing.

Upper switch is a single wire which is kept at level from where water will not overflow and this circuit will stop water pump whilr below switch is a wire kept at a level from where if water level drops, it will start the water pump. You can not keep below switch OFF while upper switch is ON.

It seems that no matter the position of the top switch, that the position of the bottom switch doesn't change the relay action or even show current flow through it.

@wyoelk The bottom switch would be submerged, while the water line is above the lower switch it will not re-arm itself, try it by leaving the lower switch enabled then open/close the upper switch. sure it appears to do nothing when the lower switch is always open so some improvement can be made to verify both switches are working correctly and alarm if not.
