It does oscillate, I'll give you that. However this sort of circuit falls a bit short of being a useful oscillator. You see it's not enough for a circuit to pass energy back and forth between a pair of storage elements in a well defined way like this. Usually we call this sort of thing a resonator. Resonators are often used as part of oscillators but in order for an oscillator to be able to oscillate AND provide some sort of useful signal it needs a steady input of power. It needs an amplifier.
