The RLC circuit beneath  the op amp is the crystal equivalent circuit tuned to 10Mhz.

But the oscillation is not caused by the RLC equivalent network! Its just by the 6.3pF as RC oscillator, check that by unwire the RLC part. Anyway, the crystal model with 26fF and a coil in mH range is a little unconventional.
