A 555 timer that can have its duty cycle adjusted with a potentiometer.

A good start, now: Try altering the timescale to a realistic 1s to see what the LED flashing looks like in reality.... Also...A general PWM should not have its Frequency altered when the pulse width is altered. See... http://everycircuit.com/circuit/4993079421698048

You can't simulate it at 1s, it will give only false results

@WTFCircuit Yes, that's my point. It is no use having an LED there if it is hoped to be seen flashing in real time...it won't flash properly in real time.....Then a closer to true frequency can seen better by viewing the scope with a shorter time period setting of say 5ms or less, where EC can perform a better sampling estimate....(should be approx 95Hz at this default position).
