Reference the zener diode to ground with an appropriate change in value, to provide required output. The zener can't provide adequate stabilization unless the anode is stable. (In this instance.)

That will stabilize the voltage at the emitter and when that voltage is stable, the current through the LED will be stable.

Voltage variance in 25-50V interval is around 0.1V. Current is not depending from npn beta (no temperature shifting). Current can be adjusted by changing 50 ohm resistor.
