The usage its very simple:
Read the first 4 bits then switch the top input to read the next 4 bits. The top bit its a selector, the second its to toggle off all the data inputs. That its useful if you want more data inputs to 4 bits only.

Its just one of the methods to multiplex. This system was used by Sega controllers with the 74HC157.
