Windows 10 Stuck in Restart Loop

Lamp represents Windows 10 computer. Left 19 volts is power from wall power adapter. Right is 19 volt battery inserted in laptop at a discharge state just low enough to not power ON computer. After all the Internet hard start and static discharge tricks, removing various components and down to restarting loop somewhere in the mother board seemed my lot. Various times when I walked by computer I would push power button for another 17.5 second loop cycle. Today, with battery to low to power on, I plugged in wall charger. Computer trying to power up and rapidly flickering between wall supply and struggling battery supply broke loop cycle. I am out of loop cycle and may have partition or other things to check out now. If this works on other Windows 10 loops- someone needs to make rapidly surging power supply to break loop cycles.
