This is a simple 4 level water indicator using different coloured leds for different levels.

The circuit works on the transistor switching principle.

As soon as the wire from the base of particular transistor touches the vcc supply, the led lights up.

To install it into your water tank , just remove the switched and cut wires in appropriate length

Your basic principle is sound, but because the resistance of drinking water is around 80k, there is however a bit more circuitry involved in real life.

To avoid ionization and electrolitical corruption of electrodes should be better use AC Current through the water
