The upper half LEDs are for positive wave part and lower for negative wave voltage indication.
This circuit glows more LEDs when voltage turns high. Higher input in a certain range is stabilized by the zener diodes.

You can use it ínly as memory...look at current flowing thru firs diode. do you think some diode can handle 200mA??
