With 100uF/2 and 10mH you get a resonance frequency of 225Hz. Set the simulation speed to about 2ms/s and it will oscillate for you.

10k to limit the base current is the wrong place, cuz LED current will depend on forward beta of BJT. Suppose to have a forward beta 300 quite normale and see the LED current! Anyway, who cares a 225Hz flashing LED?
