Cuts off the power supply when it drops below about 3.2V to protect a battery. Vcc for the op amp would be the same battery. Dunno if it would work. Controlled by the zener mainly but the resistors have an effect too. Dunno how stable it would be in the real world.

Why bother using a stupid source, when you have 15V source powering the opamp
