no, thats a horrible nonlinear circuit which will end up as schmitt trigger like switching to one rail supply and will never come back to normal mode. Component values and wiring is worng for a bandpass. Lookup on EC you will find some working bandpass implementations

Yes, it works. Hurz is only trying to say, with his manners, that you inverted the input terminals on the op-amp.
