This is a Op-Amp Oscillator. Unfortunately, EveryCircuit has a bug where Op-Amps provide no output when given 0 V inputs on either side. This isn't necessarily true. To fix this, first flip the charging switch for the capacitor. Then after the capacitor is fully charged, turn of the power supply and flip the switch connecting the capacitor to the op-amp.
