you're going to need some very beefy resistors to attempt this. Don't use two small 0.5watt, 1k resistors, they'll blow up. if the load you need to drive is fairly small you could attempt to divide this using 100k resistors. Also be aware that a load in paralel with the lower resistor of the divider is going to drag that voltage down. this is not a practical setup.
