No sir. The APA3541 has an internal gain of 0db. It's just a driver. It's made to drive 32 ohm headphones (that's standard). It's power output under the 32ohm load is 50-55mW. It's also going to have a gain of about -1db at 40Hz. It's best response is going to be from 100Hz to 10KHz. Your op amps have a split 15V supply. The APA3541 only needs 0V and +5V. Plus, your typology here is a little funky.
