This Circuit is for injecting a DC offset into a signal by means of an Op Amp Adder. It basically adds a set dc value to a signal. Perfect for a Signal Generator circuit, with a DAC or Potentiometer for generating the DC offset voltage. Which would then go into some sort of programmable gain amplifier for Peak to Peak setting.
