If you wanted to just count 0-9 would you have to replay the decoder with logic gates? Also what are the other pins on the counter IC not in use?

If the intention is to limit the count to between 0-9, some other circuitry would be necessary. For just an up counter, the easiest would be a transistor and two resistors.

Observe just the npn connections which could be replaced with an AND gate if desired. _ _ http://everycircuit.com/circuit/5871471181955072

Hook up a transistor to the B and D pins on the counter (input to B, gate to D) and then wire up the output pin of the transistor to the reset pin on the counter. That way, when pins B and D are high (which represents 10 in binary or an “A” on the display), the counter will go back to zero automatically. You could even hook the transistor output up to another counter and display as well, and then you have a multi-digit counter!
