Why the capacitors?

Putting one across the rails (from the voltage input to ground) will help filter any unwanted noise from the supply. The second one, I'm not really sure what the intentions were there. Either way, unless it's a really dirty 9V coming in, I don't think decoupling is really necessary for simply turning on an LED. I guess it wouldn't hurt, though.
