You're on the right track, but you need to verify your circuits. To have a 12v dc output of any type of power, 1. the AC level needs to be 18-20volts 2. The zener current needs to be 18-20mA. 3. as the out put transistor is a current amplifier, the 10k potentiometer needs to be about 1k , I have enclosed a circuit that also includes a driver for the output transistor and a variable load so you can see the effects of increasing the circuit load. http://everycircuit.com/circuit/5499305485402112
