This configuration is commonly used as part of an integrated circuit,like an OP AMP. The load would be the 500ohm resistor,and the other one can be regulated to achieve a desired value of current load. 
As you can see,the main problem is the current that goes to the bases of each transistor,which come from the resistor and not from the voltage source itself
