Joule thief for solar usb charger

Joule thief circuit used as a solar battery charger minus the lights and leds. Just replace battery with solar panels for the input, and then batteries in place of the lights on the output. 
Circuit is currently being tested with 16.5v 1w solar series and four 3.7v lithium 186500's in series.
Any input on making it work better, feel free to comment.
