This will light LEDs as more voltage is seen across the upper-left supply(8V). You can get the circuit to work in different ranges by altering the reference supply (7V). The upper-right supply(20V) is just to power the LEDs (I don
t know why, but if it's any lower than 20V, LED No.4 doesn't light!) and doesn't need to be changed, but feel free!

The application does that for you after the wiring starts to get too complex.
