Why won’t this led flash?

Actually it sort of will start flashing! There are two problems though, 1 the 100uf capacitor you chose to use on the inverting input pin is pretty massive (100uf) so it takes a really long time to charge/discharge through the 100k resistor. Eventually it should actually begin to oscillate if you wait awhile. However EveryCircuit might error out as soon as it does because the app seems to struggle with rapidly switching circuits? However conceptually I dont think theres anything wrong with your circuit
