When each transistor turns on the corresponding led passes current. Not sure of your level of knowledge. If you want to make a simple circuit to light an led - select a voltage supply, say 10V. The led drops 2V so you must select a series resistor value that drops the other 8V. A suitable current for an led is 20mA. Therefore, resistor value R=V/I, so R=8/0.02=400 Ohms. Make sure the power positive is connected to the anode (triangle) of the led. Hope this helps.

Astable multivibrator has two states, neither of which is stable. It generates square waves by continuously switching between the states. Capacitors define the oscillation frequency.
