This circuit is a 1Hz relay oscillator with low duty cycle.
With changing the charging or uncharging resistor, you can change the frequency and the duty cycle of the output signal.
P.S. It's a simulation circuit.
In the reality the relay will die in a small time; you can but use a NPN transistor, who will replace the relay.
