This circuit is a 1Hz relay oscillator with low duty cycle. With changing the charging or uncharging resistor, you can change the frequency and the duty cycle of the output signal. P.S. It's a simulation circuit. In the reality the relay will die in a small time; you can but use a NPN transistor, who will replace the relay.

If you slow down simspeed to about 6ms/s you can see the real frequency which is about 16Hz. Hope this helps.
