Oscillating single op-amp

Why is this op amp not oscillating? I understand that to make it oscillate, the output must start in the high state, but even adding a positive voltage at the output node doesn't accomplish this.

Yes it dpes just ground the 12V source.

And if you listen to buggzys advise, you probably have to change the opamp supply to single rail 0 to 12V to have a symetric output signal. Another solution would be to place a second external voltage.
