Remove the bottom diode add a capacitor after the resistor to ground and you'll have positive voltage

Should work. In you circuit your ac voltage is 250V...lets say to make it easy that the rectified voltage is 250. If you want 20mA on all led you will have a 200V voltage drop on the 10k resistor. You're left with 50V to use for leds. If you have leds rated at 2V you can use 25 leds in series. If you're actually going to build this...remember...mains voltage is not something to play with if you don't take precautions

FYI, 250 is not the peak voltage of your mains.
