The top left two switches is HOUR settings(top is 10s, bottom is 1s). The bottom right two switches is MINUTE settings(top is 10s, bottom is 1s). It starts at "00" hours which isn't valid, but it will skip "00" hours next time. "00:00" is really the same as FLASHING "12:00". It is fully resetted which is from no power like power failure or unpluged. "00:00" is only used in military time which is 1:00 in standard time.
