When the amperage(A) is 1m/A goes through the resistor(1k/Ω) slows the current causing the amperage to be 100μ/A, when the 1mA current passes through the capacitor it stores that energy, and as it runs out the amperage the resistance also drops and the Amperage rises due to the change in Resistance and capacitance restarting the process.

It has nothing to reference when you switch the ground.
