Good stuff, this leads to having both Leds transistor driven; I would however make the other led resistor 200 ohms and the base resistor 430 ohms, see if you can work out why.

The idea is nice but the relay contacts would struggle to flick at that frequency. The op amp would need extra help from a transistor to give enough current to drive a normal relay. The oscilloscope time scale needs adjusting to 1 sec if you wish to see real time LED flashing. Resistors need altering to give appropriate currents eg for transistor bases etc....and a few more tweaks with a clearer schematic......here are some of those aspects to chew over...all good fun. http://everycircuit.com/circuit/6066992401874944
