95% power dissipated as heat by resistor. 5% of total power reach LED. Why such wasteful designs?

Lower voltage, many LEDs in series, switched regulator are the first three options jumping to mind

You gained lower voltage over resistor, which, by identical current, reduced power dissipation of resistor, and more power dissipated by LEDs - which shifts ratio to the advantage of LEDs

Using a shunt regulator would be wasteful too, and I wouldn't suggest it. Why would you want to use one?

A switched regulator, essentially quickly turning on and off voltage to the LED, results in either low voltage over switch while current flows, or high voltage across switch without current flowing - in either case low to zero power dissipated by switch.
