When chained together it does function properly since its all current controlled stuff. (green is output, blue is carry). I have built this in the flesh and it works quite well although its very very slow compared with 7400 series chips (rise time of carry about 300ns with a 2 microsecond propagation delay). The way I have it set up in the flesh is such that it is simply driving some LEDs controlled by BJT. So in answer to your question... the logic level is sort of 5v but it could be made into a good 5v level with simple buffering.
