Its not well tuned. Thats what the two potentiometers are for.

Why two zener diodes in series?

No reason. Mostly because the amp can work up to 50V and 1k resistor does not limit the current enough and its either more powerful zeners or a few in series. They are optional and can be replaced with a 470uf cap.
