A boost converter is a flyback type converter, i.e, it's output voltage rises during the off time of the switch. The consequence of that is you cannot use a pure logic circuit for voltage feedback. If you do so, then your boost converter will skip pulses due to the aforementioned reason. A boost converter must have an error amplifier feedback. A pure logic feedback like you will only work for buck/forward converters as the output voltage rises during the on time of the switch.
