Why is there ≈4v on the control (forgot what it's called) pin (green), and why isn't the full voltage going through (purple) to the current limiting resistor (≈4v)?

4.2V on the base is normal since the emitter to base junction drops around 0.6-0.8V like a diode, the reason why there isn't 5V on the collector is due to emitter-collector saturation, the closest you can get is typically within 0.2V.
