Far left variable resistor is TPS (Throttle Position Sensor) on vehicle. Far right is Battery and lower line is ECU (Engine Control Module). Adding variable resistor and capacitor allows us to control rate of change and smooth out what enters ECU for better economy. The variable resistor slows rate of charge capacitor.

With this circuit, the TPS output modification does not happen, it depends on the absorbed current of the output going to the ECU. If instead you put the potentiometer (series, variable resistance) to the negative of 5V then you will have a variable output
