This is built from a diagram I came across for a 6502 CPU Reset hold down logic. The 6502 requires the RST pin to be held low for 2 - 6 cycles (depending on model) when power cycling. The reset button uses the 555 to do this, it prevents debounce also. Pin 3 on the 555 is wired to an LED to visually simulate the CPU RST pin.
